Umm ask SamN or one of the modders who have made tractors,

I havnt made any tractors so not sure

same way as you would model anything else.

make a circle and stretch it out, then make a lug, put it in a group, copy and paste it around the wheel, and rotate it each time.

What i would suggest it keep trying and trying and work soem of it out for yourself, SamN has said what you basicly need to do but its up to you to work out the rest realy, it juts takes some perciveierence.
